{"id":146834,"date":"2020-10-12T16:07:26","date_gmt":"2020-10-12T16:07:26","guid":{"rendered":"https:\/\/dominiclevent.com\/blog\/?p=146834"},"modified":"2020-10-14T15:15:13","modified_gmt":"2020-10-14T15:15:13","slug":"business-bodies-urge-chancellor-to-go-further-with-new-furlough-scheme","status":"publish","type":"post","link":"https:\/\/dominiclevent.com\/blog\/business-bodies-urge-chancellor-to-go-further-with-new-furlough-scheme\/","title":{"rendered":"Business bodies urge chancellor to \u2018go further\u2019 with new furlough scheme"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>Businesses in the hospitality sector have said Rishi Sunak\u2019s support package \u201cmust go further\u201d to avoid wide-scale job losses, after the chancellor today unveiled a new furlough scheme for businesses facing local lockdowns.<\/p>\n<p>Sunak today said the government <a href=\"https:\/\/www.cityam.com\/rishi-sunak-extends-furlough-scheme-for-businesses-facing-lockdown\/\">will pay two thirds of employees\u2019 salaries <\/a>to businesses forced to shutter under fresh lockdown measures.\u00a0<\/p>\n<p class=\"wp-block-tpd-block-tpd-read-more-block\"><strong>Read more: <\/strong><a href=\"https:\/\/www.cityam.com\/luke-johnson-1m-employees-on-furlough-face-redundancy\/\">Luke Johnson: 1m employees on furlough face redundancy<\/a><\/p>\n<p>Firms whose premises are legally required to shut \u201cfor some period over winter as part of local or national restrictions\u201d will receive grants of up to \u00a32,100 per month to pay the wages of staff who cannot work.<\/p>\n<p>Sunak said: \u201cThroughout the crisis the driving force of our economic policy has not changed. I have always said that we will do whatever is necessary to protect jobs and livelihoods as the situation evolves.\u201d<\/p>\n<h2>\u2018Must go further\u2019<\/h2>\n<p>Greene King chief executive Nick Mackenzie said: \u201cThe latest support measures announced by the chancellor provide a lifeline to pubs forced to close but [don\u2019t] go far enough when we\u2019re facing devastating restrictions in an increasing number of areas.<\/p>\n<p>Greene King earlier this week announced it was preparing to <a href=\"https:\/\/www.cityam.com\/greene-king-to-close-pubs-as-10pm-curfew-cripples-sales\/\">permanently close 26 sites<\/a> across the UK, putting hundreds of jobs at risk as lockdown restrictions continue to weigh on the sector.<\/p>\n<p>Mackenzie, who yesterday joined a <a href=\"https:\/\/www.cityam.com\/pubs-and-bars-in-row-over-late-night-levy-as-10pm-curfew-sinks-sales\/\">coalition of pub bosses<\/a> calling on the chancellor to extend the furlough scheme, said the current 10pm curfew was already \u201cmaking it increasingly unviable for pubs to trade and threatening more closures\u201d.<\/p>\n<p>\u201cThe winter is set to be an incredibly difficult time for the industry and the sector needs help to take a longer-term view,\u201d he added.<\/p>\n<p>Trade body UK Hospitality, which represents more than 700 companies and 65,000 venues across Britain, welcomed the announcement but said further support was \u201ccrucial\u201d for businesses already struggling to survive.<\/p>\n<p>Chief executive Kate Nicholls said: \u201cPaying two thirds of wages for employees in lockdown is a welcome step and it is encouraging to see that the chancellor has introduced flexibility and a sector-specific approach.<\/p>\n<p>\u201cHowever, worryingly, it does nothing to address the issues faced by sector businesses operating well below capacity due to restrictions and consumers avoiding travel and struggling to keep their workforce employed.\u201d<\/p>\n<p>Nicholls added that the government\u2019s introduction last month of a 10pm curfew for all hospitality venues \u201chas been crippling\u201d for many businesses, with sales down 30 per cent even in low areas of infection.<\/p>\n<p>\u201cThe need now is no less \u2014 possibly is even more \u2014 than the first lockdown, so a more comprehensive package of financial support is crucial,\u201d she added.\u00a0<\/p>\n<p>\u201cThe financial support on offer must go further if tragic levels of closures and redundancies are to be averted.\u201d<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"960\" height=\"640\" src=\"https:\/\/www.cityam.com\/wp-content\/uploads\/2020\/10\/50377909323_e8cfa8c69c_o-960x640.jpg\" alt=\"\" class=\"wp-image-1448443\" srcset=\"https:\/\/www.cityam.com\/wp-content\/uploads\/2020\/10\/50377909323_e8cfa8c69c_o-960x640.jpg 960w, https:\/\/www.cityam.com\/wp-content\/uploads\/2020\/10\/50377909323_e8cfa8c69c_o-630x420.jpg 630w, https:\/\/www.cityam.com\/wp-content\/uploads\/2020\/10\/50377909323_e8cfa8c69c_o-768x512.jpg 768w, https:\/\/www.cityam.com\/wp-content\/uploads\/2020\/10\/50377909323_e8cfa8c69c_o-1536x1024.jpg 1536w, https:\/\/www.cityam.com\/wp-content\/uploads\/2020\/10\/50377909323_e8cfa8c69c_o-2048x1365.jpg 2048w, https:\/\/www.cityam.com\/wp-content\/uploads\/2020\/10\/50377909323_e8cfa8c69c_o-220x147.jpg 220w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\"\/><figcaption>Rishi Sunak announced the support measures today as England faces further local lockdowns<\/figcaption><\/figure>\n<h2>Front foot forward<\/h2>\n<p>Businesses will not be required to contribute to wages under the new scheme, but will have to cover National Insurance and pension contributions.<\/p>\n<p>Roger Barker, director of policy at the Institute of Directors (IoD), urged the government to slash all payment liabilities for firms facing local lockdowns.<\/p>\n<p>\u201cThe Treasury has understandably focused on defensive measures, but it should also try to get on the front foot where possible,\u201d said Barker.<\/p>\n<p>\u201cTo help those firms who are finding chinks of light to create jobs, employer national insurance costs should be cut. Tax reliefs to support substantial investment in technology, the green economy, and skills will help create new opportunities to replace those being negatively impacted by the pandemic.\u201d<\/p>\n<p>\u201cThe government should also remain alive to the potential second-order impacts of local lockdowns \u2013 which will affect firms in other areas and across the supply chain,\u201d he added.\u00a0<\/p>\n<p>The Federation of Small Businesses (FSB) said the new support measures would \u201cbring some hope to those businesses which are still bearing the brunt of restrictions,\u201d but warned the support package will not apply to all struggling businesses.<\/p>\n<p>\u201cWe now need to look at what comes next in terms of further evolution of support mechanisms, especially for those who will not directly benefit from today\u2019s announcement,\u201d said FSB chair Mike Cherry.<\/p>\n<p>\u201cA comprehensive rescue package for those excluded is urgently needed. Policymakers should also go further to cut day-to-day overheads for small firms.
