{"id":241345,"date":"2024-10-13T13:42:51","date_gmt":"2024-10-13T13:42:51","guid":{"rendered":"https:\/\/dominiclevent.com\/blog\/?p=241345"},"modified":"2024-10-13T13:42:51","modified_gmt":"2024-10-13T13:42:51","slug":"how-can-labour-deliver-on-its-pledge-to-halve-violence-against-women-and-girls-violence-against-w","status":"publish","type":"post","link":"https:\/\/dominiclevent.com\/blog\/how-can-labour-deliver-on-its-pledge-to-halve-violence-against-women-and-girls-violence-against-w\/","title":{"rendered":"How can Labour deliver on its pledge to halve violence against women and girls? | Violence against w&#8230;"},"content":{"rendered":"\n<div>\n<p class=\"dcr-an2vbh\">In his pitch to voters in March last year, Keir Starmer said he wanted to \u201cimagine a society where violence against women <a href=\"https:\/\/www.theguardian.com\/politics\/2023\/mar\/23\/keir-starmer-promises-to-halve-violence-against-women-as-part-of-labour-crime-mission\" data-link-name=\"in body link\">is stamped out everywhere<\/a>\u201d. His government would, he pledged, halve violence against women and girls in a decade. It was a bold, simple statement, widely welcomed for its ambition.<\/p>\n<p class=\"dcr-an2vbh\">That something has to change is not in doubt. The first national analysis of the scale of <a href=\"https:\/\/www.theguardian.com\/society\/violence-against-women-and-girls\" data-link-name=\"in body link\">violence against women and girls<\/a> (VAWG) released in July by the National Police Chiefs\u2019 Council (NPCC) estimated that 2 million women were victims of male violence every year \u2013 an epidemic so serious it amounts to <a href=\"https:\/\/www.theguardian.com\/society\/article\/2024\/jul\/23\/violence-against-women-national-emergency-england-wales-police\" data-link-name=\"in body link\">a \u201cnational emergency\u201d<\/a>. VAWG crimes account for<a href=\"https:\/\/news.npcc.police.uk\/releases\/call-to-action-as-violence-against-women-and-girls-epidemic-deepens-1\" data-link-name=\"in body link\"> 20% of all police-recorded crime<\/a>.<\/p>\n<figure id=\"1d95dc2a-aeae-4373-880b-dbed0b18b1a4\" class=\" dcr-1your1i\" data-spacefinder-role=\"richLink\" data-spacefinder-type=\"model.dotcomrendering.pageElements.RichLinkBlockElement\"><\/figure>\n<p class=\"dcr-an2vbh\">On average, a woman is killed by a man in the UK <a href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/crimeandjustice\/articles\/homicideinenglandandwales\/yearendingmarch2023\" data-link-name=\"in body link\">every three days<\/a>. One in 12 women in <a href=\"https:\/\/www.theguardian.com\/uk-news\/england\" data-link-name=\"in body link\">England<\/a> and Wales will experience stalking, harassment, sexual assault or domestic violence. The number of recorded offences has grown by 37% in the past five years.<\/p>\n<p class=\"dcr-an2vbh\">So far, the government has given little detail about how it will measure its success. It has, however, already given some indicators of shifts in policy.<\/p>\n<p class=\"dcr-an2vbh\">Perhaps the most significant is that VAWG will be considered central to the pledge to create \u201csafer streets\u201d, one of the government\u2019s <a href=\"https:\/\/www.theguardian.com\/politics\/2023\/jul\/09\/five-missions-keir-starmer-labour-government\" data-link-name=\"in body link\">five central \u201cmissions\u201d<\/a>. The home secretary, Yvette Cooper, has said this will mean that all departments are working together to tackle the problem. Jess Phillips, the VAWG minister, told the Guardian that support for victims and effective policing would be crucial, and pointed to already announced policies, adding: \u201cThese are the first steps toward what I hope will be real, tangible change.\u201d<\/p>\n<p class=\"dcr-an2vbh\">Those first steps include:<\/p>\n<p class=\"dcr-an2vbh\">But what else needs to happen? The Guardian spoke to experts about what steps the government needs to take to have some hope of halving violence against women in a decade.<\/p>\n<p class=\"dcr-an2vbh\"><strong>Half of what, exactly?<\/strong><\/p>\n<p class=\"dcr-an2vbh\">It\u2019s no use saying you are going to halve VAWG without clearly stating what indicators you are going to use. <a href=\"https:\/\/www.endviolenceagainstwomen.org.uk\/\" data-link-name=\"in body link\">The End Violence Against Women Coalition<\/a> (EVAW) has suggested annual targets to bring down the number of women killed by men. Increases in prosecutions for VAWG-related crimes such as rape and domestic abuse could also be looked at. Katrin Hohl, the government\u2019s independent sexual violence adviser, warns that an approach that is too target-driven risks being counter-productive. \u201cIt\u2019s great that the government wants to be held to account, but the focus needs to be on walking the walk, not hitting a headline-friendly target,\u201d she says.<\/p>\n<p class=\"dcr-an2vbh\"><strong>Fix the <\/strong><strong>roof<\/strong><\/p>\n<p class=\"dcr-an2vbh\">New policies and laws are headline-grabbing, but in some cases theoretically good systems exist \u2013 they just don\u2019t work. <a href=\"https:\/\/www.theguardian.com\/society\/2022\/oct\/24\/operation-bluestone-inside-new-police-approach-to-tackling-rape\" data-link-name=\"in body link\">Operation Soteria Bluestone<\/a>, a series of new rape policies brought in after a collapse in prosecutions, has yielded results: police rape referrals to the CPS <a href=\"https:\/\/hansard.parliament.uk\/Commons\/2024-02-19\/debates\/24021971000015\/ProgressReportOnTheImplementationOfTheRapeReviewActionPlan\" data-link-name=\"in body link\">are up by 219%<\/a> from the quarterly average in 2019.<\/p>\n<p class=\"dcr-an2vbh\">Protection orders are a case in point, argues Hohl. Often police don\u2019t know how to use them and courts have no time to hear applications. When imposed, they too often fail to be flagged on internal systems; when breached, nothing is done. \u201cVictims might have actually been placed at more risk because the system is not effective,\u201d she says. \u201cIf the government was to reach for existing solutions, fixing the system of protective orders needs to be a priority.\u201d<\/p>\n<p class=\"dcr-an2vbh\">The chronically <a href=\"https:\/\/www.theguardian.com\/law\/2024\/mar\/11\/cps-report-makes-for-grim-reading-and-its-only-the-start\" data-link-name=\"in body link\">underfunded Crown Prosecution Service<\/a> and <a href=\"https:\/\/www.theguardian.com\/law\/article\/2024\/jun\/16\/people-should-not-wait-two-years-to-be-tried-inside-the-crown-court-crisis\" data-link-name=\"in body link\">a crumbling court system<\/a> are huge challenges. According to the Criminal Bar Association, there is a <a href=\"https:\/\/www.lawgazette.co.uk\/news\/landmark-survey-reveals-mass-exodus-of-specialist-rape-lawyers\/5118720.article#:~:text=The%20Criminal%20Bar%20Association%20conducted,refused%20due%20to%20poor%20wellbeing.\" data-link-name=\"in body link\">\u201ccritical\u201d shortage of specialist barristers<\/a> to prosecute and defend in rape cases.<\/p>\n<p class=\"dcr-an2vbh\">As of March, the number of sexual offence cases waiting to go to trial <a href=\"https:\/\/rapecrisis.org.uk\/get-informed\/breaking-point\/\" data-link-name=\"in body link\">was at a record high<\/a>. The government has promised to <a href=\"https:\/\/www.theguardian.com\/politics\/article\/2024\/jun\/08\/labour-pledges-80-new-courts-in-bid-to-tackle-backlog-crisis\" data-link-name=\"in body link\">establish 80 new rape courts<\/a> across England and Wales to fast-track cases. \u201cThe criminal justice system must treat survivors with compassion, dignity and respect,\u201d says Ciara Bergman, the CEO of <a href=\"https:\/\/rapecrisis.org.uk\/get-help\/want-to-talk\/#:~:text=You%20can%20contact%20our%20Support%20Line%20at%20any%20point%20on%20your%20journey.&amp;text=Whenever%20you're%20ready%20to,to%20start%20an%20online%20chat.\" data-link-name=\"in body link\">Rape Crisis England and Wales<\/a>. \u201cThat\u2019s not possible when they are left in the dark, waiting for court dates that never come or are rearranged at the last minute.\u201d<\/p>\n<p class=\"dcr-an2vbh\"><strong>Education, education, education<\/strong><\/p>\n<p class=\"dcr-an2vbh\">Lucy Emmerson, the chief executive of the <a href=\"https:\/\/www.sexeducationforum.org.uk\/\" data-link-name=\"in body link\">Sex Education Forum<\/a>, argues that comprehensive sex education is a crucial preventive tool. Sex and relationships education (RSE) was finally made compulsory in schools in 2019, and <a href=\"https:\/\/www.sexeducationforum.org.uk\/resources\/evidence\/young-peoples-rse-poll-2024\" data-link-name=\"in body link\">student satisfaction with it is growing<\/a>. But by May this year the previous government was already <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/may\/16\/first-edition-sex-education\" data-link-name=\"in body link\">looking to roll it back<\/a>, with <a href=\"https:\/\/www.theguardian.com\/education\/article\/2024\/may\/14\/sex-education-in-english-schools-set-to-be-banned-before-children-are-nine\" data-link-name=\"in body link\">new draft guidance<\/a> put forward. That draft needs putting in the bin, she suggests. \u201cThe 2019 guidance is still good; it\u2019s still in scope and schools need to be using it,\u201d she says. She argues RSE should be treated like other critical subjects, with a dedicated team of teachers, and be rolled out in higher education, as called for by the youth-led grassroots campaign <a href=\"https:\/\/www.instagram.com\/makeitmandatory\/\" data-link-name=\"in body link\">\u201cMake it Mandatory\u201d<\/a>.<\/p>\n<p class=\"dcr-an2vbh\"><strong>Data<\/strong><\/p>\n<p class=\"dcr-an2vbh\">It\u2019s hard to tackle a problem if you don\u2019t know the full extent of what is going wrong. Existing VAWG data is, at best, patchy and incomplete. Crucially, it often misses the experience of minority groups, a <a href=\"https:\/\/www.justiceinspectorates.gov.uk\/hmicfrs\/publication-html\/tees-valley-inclusion-project-super-complaint\/\" data-link-name=\"in body link\">failing noted by the police inspectorate<\/a>. Hohl says Labour should pinch tools from the previous government\u2019s rape review, such as its data <a href=\"https:\/\/criminal-justice-delivery-data-dashboards.justice.gov.uk\/rape-review\" data-link-name=\"in body link\">dashboard<\/a>.<\/p>\n<p class=\"dcr-an2vbh\"><strong>Help perpetrators to stop<\/strong><\/p>\n<p class=\"dcr-an2vbh\">Experts also argue that perpetrator programmes have to be part of the solution, despite society\u2019s discomfort with spending money on domestic abusers and sex offenders. A <a href=\"https:\/\/domesticabusecommissioner.uk\/wp-content\/uploads\/2023\/02\/DAC_Mapping-Abuse-Suvivors_Summary-Report_Feb-2023_Digital.pdf\" data-link-name=\"in body link\">report<\/a> from the domestic abuse commissioner found that half of female victims wanted their abusers to get help to stop their behaviour, but that happened in only 7% of cases. \u201cAddressing men\u2019s violence through the frame of fatherhood could and should be a much stronger focus of our response to domestic abuse,\u201d says Kathy Jones, the CEO of the <a href=\"https:\/\/www.fatherhoodinstitute.org\/\" data-link-name=\"in body link\">Fatherhood Institute<\/a>, which will next year pilot a \u201cFathers for Change\u201d programme to help stop violent men reoffending.<\/p>\n<p class=\"dcr-an2vbh\"><strong>But also, stop them<\/strong><\/p>\n<p class=\"dcr-an2vbh\">Intervention also means actually stopping dangerous men before they cause devastating harm. The criminal justice system has to be effective to be a deterrent. Offenders \u2013 <a href=\"https:\/\/www.theguardian.com\/uk-news\/2024\/sep\/18\/male-police-officers-accused-of-domestic-abuse-have-been-promoted-report-says\" data-link-name=\"in body link\">including those in police forces<\/a>, and for crimes such as flashing, harassment and <a href=\"https:\/\/www.theguardian.com\/uk-news\/2024\/sep\/27\/stalking-victims-left-at-serious-risk-by-police-failures-report-finds\" data-link-name=\"in body link\">stalking<\/a> \u2013 should be aggressively pursued and disrupted.<\/p>\n<p class=\"dcr-an2vbh\">Too often this isn\u2019t happening. A <a href=\"https:\/\/www.theguardian.com\/society\/2023\/dec\/05\/you-were-told-killed-women-report-shows-deaths-could-have-been-prevented#:~:text=9%20months%20old-,'You%20were%20told'%3A%20Killed%20Women%20report%20shows,deaths%20could%20have%20been%20prevented&amp;text=When%20the%20police%20arrived%20at,cried%20and%20I%20blamed%20them.\" data-link-name=\"in body link\">survey of families of women killed by men<\/a> found that 78% of respondents had suffered <a href=\"https:\/\/www.killedwomen.org\/thereport\" data-link-name=\"in body link\">a history of abuse that was reported to authorities<\/a>. \u201cWe need a system that focuses on prevention and intervention to stop these crimes happening, but we need it to respond with absolute intolerance when they do,\u201d says Anna Ryder, the director of <a href=\"https:\/\/www.killedwomen.org\/\" data-link-name=\"in body link\">Killed Women<\/a>. Victims and families also desperately need support in the aftermath of violence, she adds.<\/p>\n<p class=\"dcr-an2vbh\">Police chiefs say <a href=\"https:\/\/www.college.police.uk\/article\/call-action-violence-against-women-and-girls-epidemic-deepens\" data-link-name=\"in body link\">they know the situation has to improve<\/a>, and have promised better targeting of offenders through technology and intelligence, which they say will be helped by the creation of a dedicated policing hub, the <a href=\"https:\/\/news.npcc.police.uk\/releases\/call-to-action-as-violence-against-women-and-girls-epidemic-deepens-1\" data-link-name=\"in body link\">National Centre for Public Protection<\/a>.<\/p>\n<p class=\"dcr-an2vbh\"><strong>It\u2019s the funding, stupid<\/strong><\/p>\n<p class=\"dcr-an2vbh\">VAWG costs society <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/85548\/violence-against-women.pdf\" data-link-name=\"in body link\">an estimated \u00a340bn each year<\/a>. Since last year, violence against women and girls has been <a href=\"https:\/\/www.theguardian.com\/society\/2023\/may\/18\/uk-police-chiefs-issue-assessment-of-violence-against-women-and-girls\" data-link-name=\"in body link\">officially classed as a national threat<\/a> in line with counter-terrorism, but, according to insiders, receives a fraction of the funding. The women and girls sector received <a href=\"https:\/\/rosauk.org\/publications\/mapping-research\/#:~:text=The%20research%20shows%20that%20in,received%20just%201.8%25%20of%20these.\" data-link-name=\"in body link\">just 1.8% of a total \u00a34.1bn-worth of grants<\/a> awarded to charities in 2021. Of these, a third went to organisations with no specific focus on women and girls.<\/p>\n<p class=\"dcr-an2vbh\">The Ministry of Justice\u2019s current funding for victim support services <a href=\"https:\/\/www.endviolenceagainstwomen.org.uk\/spring-budget-2024-fails-to-meaningfully-impact-vawg-services\/\" data-link-name=\"in body link\">runs out in March 2025<\/a>; as yet, there is no replacement plan. \u201cWe need money and we need it quickly,\u201d says the CEO of <a href=\"https:\/\/www.womensaid.org.uk\/?gad_source=1&amp;gclid=CjwKCAjwmaO4BhAhEiwA5p4YL12afm1fFvpPuiL_Em6arbd4yhTW48-zU6IQv4bYyIAbrVY1BpEDuRoCUpIQAvD_BwE\" data-link-name=\"in body link\">Women\u2019s Aid<\/a>, Farah Nazeer. <a href=\"https:\/\/www.imkaan.org.uk\/\" data-link-name=\"in body link\">Imkaan<\/a>, a non-profit organisation that delivers specialist services for black and minoritised women, argues that the tendering processes too often cut out specialist organisations. \u201cWe need money ringfenced for organisations like ours to continue to provide vital support,\u201d says its co-director Ghadah Alnasseri.<\/p>\n<p class=\"dcr-an2vbh\"><strong>A seat at the table<\/strong><\/p>\n<p class=\"dcr-an2vbh\">Charities have called for the women and equalities minister to sit at cabinet level, hold regular interdepartmental meetings, and genuinely engage with the sector to create a new VAWG strategy. Everyone needs to be invested, argues Andrea Simon, the director of <a href=\"https:\/\/www.endviolenceagainstwomen.org.uk\/\" data-link-name=\"in body link\">EVAW<\/a>. \u201cEveryone has to have ownership of this agenda and we need to push all together to make it happen,\u201d she says.<\/p>\n<footer class=\"dcr-an2vbh\">\n<p class=\"dcr-an2vbh\"><em> In the UK, call the national domestic abuse helpline on 0808 2000 247, or visit Women\u2019s Aid.
