In particular, he and his Bharatiya Janata party are concerned about divorce within India\u2019s minority Muslim community.\u00a0<\/p>\n<p>Their dismay is focused on the ease and speed with which Muslim men can legally end marriages simply by uttering \u201ctalaq, talaq, talaq\u201d, under the Islamic law that regulates marriage and divorce among India\u2019s Muslims. It is radically different for Hindu men, who must prove in a civil court that their wives have wronged them in order to formally\u00a0<a href=\"http:\/\/www.ft.com\/content\/1b96e65a-2a77-11e7-bc4b-5528796fe35c\" data-trackable=\"link\">end a marriage<\/a> over the women\u2019s objections.<\/p>\n<p>Muslim women\u2019s groups have petitioned the Supreme Court to <a href=\"http:\/\/www.ft.com\/content\/aa7d6948-348b-11e7-bce4-9023f8c0fd2e\" data-trackable=\"link\">ban<\/a> the \u201ctriple talaq\u201d \u2014 which Muslim clerics insist is rare \u2014 arguing it violates constitutional promises of gender equality. Mr Modi has thrown the BJP\u2019s weight behind them, repeatedly denouncing a practice he says facilitates \u201cexploitation\u201d of Muslim women.<\/p>\n<p>Instant divorce \u2014 in which women can be abruptly cast out of marital homes \u2014 is indeed a brutal practice. But many Indians are dismayed at the way the BJP appears to be <a href=\"http:\/\/www.hindustantimes.com\/india-news\/triple-talaq-misused-to-satisfy-lust-says-up-minister-swami-prasad-maurya\/story-kTGF1LvyUI11gaHlifdsYL.html\" data-trackable=\"link\" target=\"_blank\">demonising Muslims<\/a> over the issue \u2014 particularly with unsavoury rhetoric suggesting Muslim men have rapacious\u00a0<a href=\"http:\/\/www.ft.com\/content\/4db7f7c2-7657-11e4-9761-00144feabdc0\" data-trackable=\"link\">sexual appetites<\/a>.\u00a0Deeply-embedded in the BJP campaign is the idea that Muslim women are uniquely vulnerable to marital abandonment, while Hindu women are more protected \u2014 and their husbands far better behaved.\u00a0<\/p>\n<p>Yet that, lawyer Kirti Singh says, is a laughable proposition. \u201cAs if Hindu men are not doing the same,\u201d she tells me. \u201cIt\u2019s just that they don\u2019t bother to get a divorce. Financial realities make most women vehemently opposed to divorce \u2014 no matter how dire the marriage.<\/p>\n<p>Accurately assessing Indian patterns of marriage, divorce and remarriage is tricky, as the census only records people\u2019s \u201ccurrent\u201d marital status and doesn\u2019t separately count re-marriages. But inferences can be drawn.\u00a0In the 2011 census, 1.3m Indians were\u00a0<a href=\"http:\/\/www.censusindia.gov.in\/2011census\/population_enumeration.html\" data-trackable=\"link\" target=\"_blank\">divorced<\/a> and 3.5m were separated, including 3.8m Hindus, and 654,000 Muslims. Of those 4.8m, 3.3m were women while just 1.6m were men, suggesting when marriages end, men move on, regardless of religion.\u00a0The data also indicate more Hindus separate without obtaining a legal divorce, while Muslims formally end failed marriages. <\/p>\n<p>Mr Modi\u2019s own personal history shows how misleading an official marital status can be. Until 2014, most Indians believed he was a bachelor. But on his 2014 election nomination form, he admitted he was\u00a0<a href=\"http:\/\/www.ft.com\/content\/2d6b793c-3711-32dc-97f7-73a3d7666874\" data-trackable=\"link\">legally married<\/a>, though it seemed he had not seen his wife, Jashodaben, in decades.\u00a0His political allies explained the two were promised to each other as children; married as teenagers despite Mr Modi\u2019s objections; and lived together only briefly.\u00a0<\/p>\n<p>After the sensational revelation, Indian media tracked down Jashodaben, who had supported herself for decades as a village schoolteacher. She was living with her brother, still displaying the traditional markers of a Hindu married woman and praying regularly for the welfare of her long-absent husband.\u00a0This history \u2014 and the narrow focus on Muslim women, while excluding others equally vulnerable \u2014 leaves feminists suspicious of the prime minister\u2019s motives over triple talaq.\u00a0<\/p>\n<p>\u201cThey are not interested in giving substantive rights to women,\u201d says Ms Singh. \u201cThey are not interested in gender justice.
